LINGAYEN- Pangasinan marked August 4, 2008 as the First One Year Report of Governor T. Espino Jr.as he delivers his State of the Province Address.

 Once again, Governor Amado T. Espino Jr. underscores the Espino’s Administration vision that is to make Pangasinan as the place to invest, work, live and raise a family.

Emphasizing on the fulfillment of his administrations endeavor in making the Provincial Capitol as the best Capitol building in the country, the governor has highlighted remarkable appreciations expressed  by some officials who were among the early birds  including president Gloria Macapagal Arroyo who also told Espino that Pangasinan’s provincial Capitol Building was the country’s most beautiful capitol.

STA BARBARA- Mayor Reynaldo Velasco admitted to PangasinanToday that he has not given up hope that this town will be considered by President Gloria Macapagal Arroyo as an ideal spot for an international airport.

 We believe that to put up an airport is a very expensive venture Velasco said  disagreeing in the statement made by Governor Amado T.Espino Jr. when he said that if there are more airports in the province the better.. who was also present when this interview was made.

Isa lang siguro kung naumpisahan na ang Alaminos  then..we will stop working for it .. but.. as long as hindi pa yan nagagawa at wala pa  ang pera  and as we believe that we can produce the necessary funds to bring about the project so kung sino ang mauna dapat yun ang suportahan.

There must only be one international airport in the province and as long as it has not yet constructed in Alaminos City and funds are not yet available we will not stop working for it and for who ever comes up with the fund to bring about the project must be supported.

 Velasco said that there are now groups supporting the moves of Sta Barbara to be the place where international flight airlines be landing on the runways of this town.

Meantime, City government of Alaminos has confirmed that they will be awarding the project to the rightful bidder by August 7 this year.

STA-BARBARA- No less than Governor Amado T. Espino Jr. was so happy that Pangasinan will be among  the recipients of major infrastructures that will benefit from the Value Added Tax the Philippine government is extracting from the crude oil and energy producing companies.

Among the statements that were mentioned by President Gloria Macapagal  Arroyo PGMA on her State of the Nation Address was when she made mention that VAT will complete the San Roque –Agno River project.

Maganda lahat ang sinabi ng pangnulo pinaka maganda sa lahat ay yung magagawa na ang irrigation component ng San Roque yun lang ang San roque ay may mag bayan lamang na kayang patubigan isa na itong Sta Barbara pero karamihan sa mga bayan ng lalawigan ay di pa rin kayang patubigan kaya’t kailangan pa nating gumamit ng iba pangn mga resources upang mapatubigan ang mga ito

 All of what was stated in the SONA was good but the  most beautiful among PGMA’s statement was when she made mention that the Irrigation facility in the San Roque Multi Purpose dam  will be done out of the VAT, that irrigation facility is just enough to water the farmlands  of some  towns like Sta Barbara  however that Irrigation facility is not enough to deliver water supply to the farm areas of the Central Pangasinan going to the Western part therefore there would still be a need to look for other means of irrigating this farmlands.

Espino added that some of this existing irrigation facilities are now being rehabilitated by the provincial government while others are being rehabilitated by the National Irrigation Administration NIA.

The governor cited some of the irrigation facilities that were rehabilitated in the province.

Here in this town an irrigation facility amounting to 86 Million Pesos has been rehabilitated which according to Mayor Reynaldo Velasco can irrigate a thousand hectares of farmland, another one is the irrigation facility in Mangatarem and the town of Aguilar has been repaired especially right after the onslaught of the typhoon where this facilities where silted with debris.

Again, Espino emphasized that agriculture is his major thrusts,  where 95 percent of the residents of Pangasinan are farmers and fisher folks reiterating Pangasinan is an agriculture productivity province where there is a need to maximize farm

I resign…Rosario

CALASIAO-Mayor Sammy Rosario of Binmaley rendered his irrevocable resignation  as the Pangainan Mayor’s league Press Relation Officer during the special meeting of the League at Dagupena Restaurant Thursday morning.

 Rosario read his letter before the 28 mayors present at the special meeting, asking for forgiveness to the league for bringing its name in vain.

Rosario added that despite his live appearance over local TV station explaining his side that he has never undermined Governor Amado T.Espino Jr.and that he has always support his programs, there were few members of the press who tainted his clear intentions that almost brought havoc in the relationship of Sammy and the league and Espino.

Despite my appearance over Balitang Amianan may mga makulit gusto pa kaming pagsabungin ni Gov. so to put an end to all this Mr.chairman I am now resigning as the PRO of PML.

Rosario explained that he has called some of the towns mayor of Pangasinan to discuss the substandard construction of the some of the contractors sent by the Department of Education, and that it was just a plain bonding moment no more no lesss.

Meanwhile, Mayor Ramon Guico  Jr.National President of the league of Municipalities said that the issue was already resolved and that the league cannot accept the resignation of Rosario since they understand Rosario’s position.

Mayor Reynaldo Velasco being the executive vice chairman of Pangasinan league of municipalities assured that as comrade they had not thought that a colleague like Rosario would undermined the league.

CALASIAO-The Pangasinan Mayor’s League (PML) have submitted a resolution asking the Department of Budget and  Management (DBM) and the National statistics Office (NSO) for a clear explanation on the decrease of the Internal Revenue Allotment(IRA) in the special meeting held at Dagupena Restaurant Wednesday morning.

Attended by 28 Mayors of the province of Pangasinan Mayor Ramon Guico chairman of the League of Municipalities consulted the Mayors with the said issues.

Guico in an interview admitted that most of the mayors who have attended the meeting were caught an aware of the decreased in the Internal revenue Allotment since it will only take effect this month of July.

Almost all of the Municipalities have received an increased of 13 to 15 percent during the first quarter of the year but when the official census was released last April 16,2007where the National Statistics Office ( NSO) recorded a decreased in the population the Department of Budget and Management has to lower the released in the Internal Revenue Allotment (IRA) as one of the basis for the equal distribution of the IRA

Guico, also explained that the decreased in the population can be attributed to the fact that when the survey was conducted the household did not consider anymore the members of that household who were no longer staying in that area basically because some of them were studying in the cities where this household members were counted in favor of the cities.

The mayor’s have agreed to call a meeting with the National Statistics Office (NSO) particularly the local census and the Department of Budget and Management in order to investigate the discrepancies.

Meanwhile, Mayor Mojamito Libunao of Sn Fabian also the Secretary General of the League posted a query for the DBM for them to answer as to where would the deducted fund be going if it will be discover that there is a discrepancies in the census as basis of the Department of Budget and Management for the decreased in the Internal Revenue Allotment.

    The immediate and outright decision of  SM Development Corp. can be credited to the cooperation of the municipal officials,  people of Rosales and officials and residents of Brgy. Carmen who made things easy for the company during the planning stage. Besides,  SM believes in the potential of Rosales based in the economic profile presented by the administration and result of the independent surveys conducted by their company  affirming that Rosales is indeed  the gateway to Northern Luzon  Growth Quadrangle.
